Abstract

Natural resource and environmental valuation plays a crucial role in ensuring sustainable development, especially in developing countries where environmental externalities are often excluded from policy considerations. This study explores the valuation of natural resources and environmental assets in Indonesia through a mixed-method approach. Quantitatively, a contingent valuation method (CVM) was used to estimate the willingness to pay (WTP) for clean water conservation in rural communities across three provinces. Qualitative data were gathered from interviews with environmental economists, local stakeholders, and policymakers. The study finds that community awareness significantly influences WTP and that socio-economic status, education level, and perceived environmental degradation are key determinants. From the qualitative side, there is a consensus among stakeholders that environmental assets remain undervalued in regional development planning. The study recommends the integration of environmental valuation into local government policy instruments and calls for the institutionalization of valuation methods to guide natural resource management more effectively. A framework is proposed to incorporate valuation outcomes into budgeting, spatial planning, and environmental regulations in Indonesia.
