Abstract

This study aims to examine the challenges faced and the management strategies implemented by the Al-Hidayah Islamic Religious Education Council (Majelis Ta'lim Al-Hidayah) in improving Islamic literacy in the community in Tandem Hulu II, Hamparan Perak District. Non-formal Islamic religious education, particularly through the Majelis Ta'lim (Islamic Religious Education Council), plays a crucial role in providing sustainable and contextual religious understanding to the community. The research method used was descriptive qualitative, with data collection techniques including observation, in-depth interviews, and documentation. The results indicate that the main challenges faced include low interest among the younger generation in religious activities, limited teaching resources, and inadequate learning facilities. To address these challenges, the management of the Al-Hidayah Islamic Religious Education Council implemented strategies such as a personal and family-oriented approach, strengthening the role of local religious leaders, innovative teaching methods, and collaboration with external parties such as donors and other religious institutions. These strategies have proven effective in increasing congregation participation and gradually expanding the community's understanding of Islam. This study emphasizes the importance of continued support for community-based non-formal education as a pillar of strengthening community religious literacy.
