INFAQ DAN SHADAQAH SEBAGAI INSTRUMEN INVESTASI PUBLIK
Abstract
Infaq and shadaqah, as fundamental concepts in Islamic economics, represent voluntary financial contributions aimed at achieving social welfare and reducing economic inequality. Traditionally perceived as acts of charity, these instruments can be reframed as strategic public investments when systematically managed and allocated for productive purposes. This study explores the potential of infaq and shadaqah as sustainable public investment instruments that contribute to community empowerment and economic development. Using a qualitative descriptive approach, the research examines relevant literature, Islamic jurisprudential perspectives, and case studies of successful infaq and shadaqah management models in Indonesia. Findings indicate that when administered through transparent and accountable institutional frameworks—such as zakat management organizations or waqf-based financial institutions—infaq and shadaqah can finance infrastructure, education, healthcare, and microenterprise development, thereby generating long-term socio-economic benefits. Furthermore, integrating these instruments into public investment strategies aligns with the maqāṣid al-sharī‘ah (objectives of Islamic law) by promoting justice, welfare, and equitable distribution of resources. The study emphasizes the importance of effective governance, public awareness, and digital financial platforms to enhance collection, distribution, and utilization efficiency. This redefinition of infaq and shadaqah transcends their charitable nature, positioning them as catalytic tools for sustainable economic growth and social transformation. Therefore, policymakers, Islamic financial institutions, and community leaders are encouraged to incorporate structured infaq and shadaqah programs into broader public investment policies to maximize their impact on national development.
