Abstract

Competency-based assessment represents a fundamental shift in educational evaluation, moving from traditional rote memorization to the mastery of integrated skills, knowledge, and attitudes. This study aims to provide a comprehensive analysis of the concepts, mechanisms, and implementation of competency-based assessment within the framework of modern education. Utilizing a library research method, this article synthesizes contemporary scholarly literature published between 2020 and 2025. The results indicate that a valid assessment of student competence requires a synergistic integration of test and non-test techniques. Furthermore, the implementation of authentic assessment tools, such as portfolios and performance tasks, is essential to capture a holistic view of student progress. This study concludes that effective competency-based assessment not only measures academic achievement but also serves as a critical reflective tool for improving instructional quality and fostering professional development for both students and educators.
