PENILAIAN BERBASIS KOMPETENSI
Abstract
Competency-based assessment is an evaluation approach that focuses on the comprehensive mastery of learners’ competencies, encompassing knowledge, skills, and attitudes. This approach positions competencies as the main reference in designing both learning processes and assessment activities, so that assessment functions not only to measure final learning outcomes but also to support continuous learning processes. This study aims to examine the concept, characteristics, and implementation of competency-based assessment in learning through a literature-based analysis. The research method employed is a literature review by analyzing various sources, including books, academic journal articles, and educational policy documents related to competency-based assessment. The data were analyzed using a descriptive-analytical approach to identify key characteristics of competency-based assessment and its implementation patterns in instructional practices. The findings indicate that competency-based assessment is characterized by alignment between learning objectives, learning processes, and assessment, the use of authentic assessment, continuous assessment practices, and the provision of constructive feedback. The implementation of competency-based assessment requires careful planning, the use of diverse assessment instruments, and active learner involvement in the assessment process. Assessment is not solely used to determine learning achievement but also serves as a basis for instructional decision-making, such as remedial and enrichment programs. Therefore, competency-based assessment has the potential to enhance learning quality and support the holistic development of learners’ competencies.
